Statement on the Integration of the Syria Civil Defence (The White Helmets) into the Syrian Government

On Saturday, May 31, and Sunday, June 1, the Syria Civil Defence (White Helmets) held its 10th annual general assembly in the capital, Damascus marking a historic first since the organization’s founding. The General Assembly, the organization’s highest legislative authority, convened to evaluate the current phase and deliberate on the organization’s role and future.
Following extensive deliberations and based on its legal mandate, the General Assembly made a historic decision, approved by a majority of its members, to fully integrate the Syria Civil Defence (White Helmets) into the Syrian government. Under this decision, emergency response programs will be transferred to the Syrian Ministry of Emergency and Disaster Management, ensuring the unification and development of emergency response efforts on a national level within a governmental institutional framework. Additionally, the organization’s other programs and portfolios, including justice, accountability, and advocacy, will be transferred to the appropriate ministries and government bodies according to their respective mandates.
This decision is made in pursuit of the supreme interest of the Syrian people and reflects a sincere commitment to the Charter of Principles we signed a decade ago, affirming that our humanitarian mission does not end with saving lives during conflict but continues through active participation in building a stable, prosperous, and peaceful Syria, one that realizes the aspirations of its people for freedom, justice, development, and the rule of law.
All legal and administrative procedures related to the organization’s integration will be implemented during a transitional period with the highest levels of professionalism and in accordance with Syrian and international laws and obligations. Specialized legal and technical committees have been formed to lead this transitional phase.
We extend our deepest gratitude to all our partners, supporters, staff, and everyone who believed in the mission of the White Helmets and stood by us throughout the years. We affirm that the legacy of the White Helmets endures, and this integration marks a new beginning, as we move from civil society into institutional governance, carrying with us all the values of sacrifice, dedication, human dignity, and our timeless mission.
