• يجب على مقدم العطاء تقديم العرض المالي و العرض الفني ضمن ظروف منفصلة، و إلا فسوف يتم رفض العرض.
• يجب أن يحوي العطاء الواحد (عرض العارض) على ظرفين:
1- ظرف العرض الفني: يحتوي على الملف الفني للعرض، الوثائق الثبوتية الداعمة، العينات أو الصور أو الكتالوجات (إن وجدت)، بالإضافة إلى نسخة من الملف الفني موقعة ومختومة أصولاً.
2- ظرف العرض مالي: يحوي العرض المالي موقع ومختوم.

يجب أن تظهر العروض بوضوح أسماء العارضين وعناوينهم وأرقام هواتفهم وأن تحمل الختم القانوني للعارض وأن يقدم إلى العنوان المذكور أدناه قبل نهاية الاعلان تاريخ 07/ Jan /2026 الساعة 3:30 بعد الظهر.
يرجى ملاحظة أن العروض التي يتم استلامها بعد انتهاء الموعد النهائي لتقديم العروض سيتم رفضها.

يلتزم العارض بإيداع مبلغ 500 دولار أمريكي (نقداً) لضمان جدية العرض المقدم. يتم خصم كامل هذا المبلغ لصالح المنظمة في حال امتناع العارض الفائز عن إتمام التعاقد، في حين يتم رده للعارض الفائز عند توقيع العقد، وللبقية فور الانتهاء من إجراءات الترسية

White Helmets seeks to contract with a supplier(s) Supply and Installation Alternative Solar Energy systems According to the terms and procedures of the supply process.
PR Number: PR-2025-NL-170.
Start date: 01 / Jan /2026.

• The bidder must submit the financial offer and the technical offer by separate envelopes, otherwise the offer will be rejected.
• One bid (the bidder's offer) must contain two envelopes:
1- The technical offer envelope: Contains the technical proposal, supporting documents, samples/photos/catalogues (if applicable), and a duly signed and stamped copy of the Technical File.
2- The financial offer envelope: contains the financial offer, RFQ stamped and signed.

Bids must clearly show the names, addresses and telephone numbers of the bidder and bear the legal stamp of the bidder and be submitted to the address mentioned below before the end of the announcement is 07/ Jan/2026 at 15:30.
Please note that offers received after the deadline for submission of offers will be rejected.
The Bidder is required to deposit $ 500 USD (in Cash) to guarantee the seriousness of the offer. This amount shall be deducted in favor of the Organization if the successful Bidder fails to proceed with the contract. The deposit shall be refunded to the successful Bidder upon signing the contract, and to other bidders upon completion of the award process."
