• يجب على مقدم العطاء تقديم العرض الفني والقانوني وخبرة ووثائق المزود ضمن ظرف واحد.
• يجب أن يحوي العطاء الواحد على:
1- ظرف العرض الفني (1-14): يحوي طلب المناقصة و الوثائق الثبوتية الداعمة و عينات أو صور أو الكتالوجات ان وجدت، و نسخة الملف الفني للعملية موّقع و مختوم.
2- عينة مازوت "واحد ليتر".

يجب أن تظهر العروض بوضوح أسماء العارضين وعناوينهم وأرقام هواتفهم وأن تحمل الختم القانوني للعارض وأن يقدم إلى العنوان المذكور أدناه قبل نهاية الاعلان بتاريخ 30/ Nov/2025 الساعة 4:00 بعد الظهر.
يرجى ملاحظة أن العروض التي يتم استلامها بعد انتهاء الموعد النهائي لتقديم العروض سيتم رفضها.

يجب إرسال العرض في ظرف مغلق مع الإشارة إلى رمز المناقصة عليه مع اسم مقدم العرض إلى العنوان التالي:
• سوريا / سرمدا / ساحة باب الهوى القديمة / مكتب الخوذ البيضاء

أو: دمشق -البرامكة - بجانب جامعة شام - دخلت جامع مصعب بن عمير - مبنى وزارة الطوارئ وادارة الكوارث .

White Helmets seeks to contract with a supplier(s) Supply European Diesel /Fuel According to the terms and procedures of the supply process.
PR Number: PR-2025-SAR-170-3451.
Start date: 15 / Nov /2025.
End date: 30/ Nov /2025 Time: 16:00 PM.

• The bidder must submit the technical and legal offer, supplier's experience, and documents within one envelope.
• The single bid must contain:
1- The Technical Offer Envelope (1-14): Contains the tender request, supporting documents, samples or photos or catalogs (if available), and a signed and stamped copy of the technical file for the process.
2- A "one liter" diesel (Fuel) sample.

Bids must clearly show the names, addresses and telephone numbers of the bidder and bear the legal stamp of the bidder and be submitted to the address mentioned below before the end of the announcement on 30/ Nov/2025 at 16:00.
Please note that offers received after the deadline for submission of offers will be rejected.

The offer must be sent in a sealed envelope with the tender code indicated on it and the name of the bidder to the following address:
