ABOUT THE WHITE HELMETS

The Syria Civil Defence (SCD), also known as The White Helmets, is a grassroots, community-driven initiative established in response to the Syrian crisis. We are from the people and for the people, committed to doing whatever we can, wherever we can, for as long as we can, to protect and alleviate the suffering of civilians, regardless of their identity or background.

Our organization currently comprises more than 3,000 volunteers and staff operating through community-based centers and specialized teams, including 39 women’s centers, supported by management and coordination offices across Syria and overseas.

We provide critical services in comprehensive programs under three business lines:

Emergency response: The pillar includes women’s centers, emergency medical services, search and rescue operations, firefighting, and more.

Community resilience: Encompassing early recovery and mine action programs, climate change adaptation, and localization and community empowerment.

Human Rights and Peace Building: Includes evidence collection and archiving, investigation support and case building, and advocacy and research

All services are delivered in adherence to international humanitarian standards, ensuring neutrality, independence, equality, and impartiality.

SCOPE OF WORK

Working on verifying and monitoring the progress of the project through planning, organizing, and managing available resources, effective communication, and periodic coordination with all stakeholders to ensure the achievement of project-related indicators and objectives at all levels.

TERMS OF REFERENCE

  • Duty station:  Idleb (Sarmada Office), Syria
  • Line manager: Community Resilience Program  Coordinator
  • Line management Responsibility: Civil Engineer (s), Civil Engineer Assistant (s).
  • Full-time/Part-time: Full-time

 

 

Tasks and activities:

Administrative Tasks:

  • Preparing a detailed action plan that includes objectives, resources, budget, and project timeline.

  • Establishing clear performance indicators to measure the achievement of project goals.

  • Monitoring project implementation according to approved timelines and taking necessary actions to address any delays.

  • Distributing tasks among work teams and supervising their efficient execution.

  • Providing technical and administrative support to field teams to ensure work is carried out according to specified standards.

  • Evaluating the performance of work teams and providing recommendations to improve productivity.

  • Preparing periodic reports on project progress, challenges, and achieved results.

  • Documenting all project phases to ensure transparency and future reviewability.

  • Coordinating with local government entities, partners, and donors to ensure project implementation meets requirements.

  • Representing the project in relevant meetings and events such as clusters and technical meetings.

  • Maintaining continuous communication with field teams to ensure effective coordination, find solutions to challenges, and ensure efficient workflow.

  • Reviewing financial reports and monitoring financial expenditures to ensure the approved budget is not exceeded.

  • Preparing the procurement plan and following up on procurement and supply operations according to institutional and donor policies.

  • Effectively communicating and coordinating with other departments (Procurement, Human Resources, Monitoring and Evaluation, Finance, Media, etc.). 

Technical Tasks:

  • Monitoring engineering works and ensuring their implementation per the required technical specifications.

  • Providing technical support and resolving technical issues during project execution.

  • Ensuring compliance with quality and safety standards during project implementation.

  • Identifying potential project risks and developing appropriate mitigation plans.

  • Ensuring the project's adherence to local and international quality standards.

  • Implementing quality control procedures and conducting periodic technical audits at all execution stages.

  • Utilizing engineering software such as MS Project and Primavera for planning and analysis.

  • Reviewing and approving bills of quantities and technical specifications required for project implementation.

  • Developing sustainable maintenance plans after project completion to ensure its continued effectiveness.

  • Train local teams on operating and maintaining the constructed or rehabilitated infrastructure.

  • Evaluating project performance after execution and providing reports on the benefits achieved.

  • Performing other tasks as assigned related to the nature of the job, under the supervision of the technical manager and program management.

Required qualifications: Education, Experience and Competencies:

  • Bachelor’s degree in engineering. 

  • At least 7 years of professional experience in Managing engineering or humanitarian projects. 

  • Very good written and spoken English and Arabic languages and communication skills. 
  • Good understanding of NGO’s structures and programs. 

Specialized Competencies:

  • Experience in MS Projects and Primavera  softwear.

  • supervisory and operational capabilities to manage resources, achieve results, and institutional development.

  • Preparing reports and Data analysis.

  • Managing budgets and procurement processes.

  • Has PMD or PMP Certificate.

Basic and Humanitarian Competencies:

  • Problem-solving, negotiation, making decisions, and managing the team.

  • ability to make effective decisions in dynamic work environments.

  • Very good skills in computer programs.

Managerial Competences:

  • Planning, organizing, directing, developing and evaluating the job.

  • Knowledge of laws, regulations, and systems related to work.

  • Self-development, initiative, good initiative, good communication, good work relationships, and good job ethics.

Desirable: 

  • Master’s Degree or above in engineering.

  • Fluency level in English and other foreign language.

  • Excellent ability to follow up on ongoing processes.
